Identify the event before expecting a result

The relevant event is an item entering cooldown or being consumed. Merely carrying an item or collecting a page is not the same trigger. The official preview explicitly mentions familiar cooldown/consumption examples such as bands, Dio and watches, plus pages.

Use the explorer to compare the normal event with the possible substitution. It does not roll a hidden probability or promise that a particular combination works in your installed build.

Once per stage is the important boundary

The preview bounds the substitution to once per stage. Do not plan around repeated unlimited protection within the same stage. No exact chance, stacking formula or current-client cooldown has been established here.

Why a page can be worth considering

Pages have their own use economy. The official Crucible description includes a page-use substitution, which can allow another use. That does not establish that all page targets are always valid, or that every page can be used twice on demand.
